However, political scientist Joseph Nye introduced the concept of "soft power," which is the ability to obtain preferred outcomes through attraction rather than coercion or payment. Hard power relies on inducements or threats. ( 1 ), soft power arises from the attractiveness of a country's culture, political ideals, and foreign policies.

While hard power can achieve immediate goals, its effects are often temporary and can generate resentment. Soft power, by contrast, takes longer to build but can create lasting influence by shaping the preferences of others. Recognizing this, many governments invest heavily in public diplomacy, such as sponsoring educational exchange programs and cultural events abroad. ( 2 ), these efforts aim to foster goodwill and understanding.

Measuring the impact of soft power is inherently difficult, as its effects are subtle and diffuse. ( 3 ), in an increasingly interconnected and information-driven world, the ability to persuade and attract is becoming just as critical as the ability to force.
